If children can be protected from vulnerability to poverty, their potential will be enriched, and other far-reaching benefits will be realised.This policy brief discusses the potential of early childhood care and development (ECD) as a tool for combating poverty. It outlines the basic characteristics of ECD and suggests what it should achieve. The relavence of the strategy to the developing world is discussed, and potential key beneficiaries are identified
